CIA Cockroaches

Which magazine had the CIA's remote controlled roach on the cover?

Years ago, at my dentist's office, I saw an issue of Popular Science (could have been Popular Mechanics or even some other but I'm fairly certain) that had CIA remote control cockroaches on the cover. The year I saw this was most likely around 2007 but it could have been as late as 2011. Or was that the DARPA hummingbird? Knowing the vintage of waiting room rags, there's no way to be sure what year was on the issue itself. I've checked the pop-sci and pop-mech archives on google but come up with a blank. Anyone else remember this? If so, any more details that might help hunt it down?
